No. The courtesy SRRV is for former military with a DD214 or former credentialed diplomats. Employment with other agencies doesn't qualify. Depending on age and pension amount you'd probably qualify for one of the Classic SRRV types. Start on the srrvguide.com homepage and answer the questions starting with your age range. They'll guide you to the best SRRV type for you.
